2004 WRESTLING TOURNAMENT REGULATIONS

Sectional – District – State

Note:  the following regulations apply to all levels of tournament competition unless otherwise specified.  These regulations were adopted by the Ohio High School Athletic Association Board of Control on October 16, 2003.  Please check the OHSAA web site for the most complete and up-to-date information.

The Commissioner is authorized to modify these regulations when it is deemed necessary by the Commissioner, subject to ratification by the Board of Control.

1.      ORGANIZATION OF TOURNAMENTS

The District Athletic Boards organize and conduct sectional and district tournaments in their respective districts, subject to the rules and regulations adopted by the Board of Control.  The state tournaments are under the control of the Commissioner’s office.  There will be three divisions:  I, II, and III.

All participants must be eligible under the bylaws and regulations of the Ohio High School Athletic Association.  Only one school team sponsored by a member school is eligible to participate.  An eligibility certificate must be submitted to the tournament manager.

A student who uses anabolic steriods or other performance enhancing drugs is ineligible for interscholastic competition until such time as medical evidence can be presented that the student’s system is free of anabolic steriods or other performance enhancing drugs.

2.      ASSIGNMENT OF SCHOOLS – SECTIONAL-DISTRICT

Schools are assigned to a specific site by District Athletic Boards and compete at the assigned site.  The tournament manager shall furnish all competing schools with a copy of instructions and a time schedule prior to the tournament.

3.      RULES

The National Federation Wrestling Rules may be modified by the OHSAA Board of Control shall be used in all wrestling tournaments sponsored by the OHSAA.

4.      WEIGHT CLASSES

The following fourteen weight classes shall be wrestled:  103, 112, 119, 125, 130, 135, 140, 145, 152, 160, 171, 189, 215, 275.  (See item 8-C-2 and 3).

5.      CONTESTANT WEIGH-INS

Weigh-ins will be conducted at the tournament site prior to the first-day competition in accordance with NF Rule 4-5-3.   Weigh-ins for subsequent day(s) may be conducted during the evening preceding each subsequent day(s) competition.  The tournament manager shall set weigh-ins within these time limits.

6.      WRESTLEBACKS

Wrestlebacks from the first round will be used in all sectional and district tournaments and the state tournament.

7.      SCORING

The point system as adopted by the National Federation Wrestling Rules Committee for the current season shall be used in all tournaments.  Rules are specific in awarding points during tournaments and should be strictly followed by tournament managers.

8.      ENTRY FORMS AND ELIGIBILITY CERTIFICATES

(a)     Each school must send the official entry form provided by the OHSAA to the manager of the sectional to which the school has been assigned by the District Athletic Board.  The entry form, eligibility certificate, and the certified weight reports must reach the tournament manager one-week prior to starting date of sectional tournament.

(b)     A high school wrestler who participates in a non-interscholastic wrestling meet or contest on or after January 26, 2004 is INELIGIBLE to represent his high school in the sectional wrestling tournament.

(c)     For the sectional tournament, the competing wrestlers must

  1.  Be listed on the eligibility certificate and the certified weight form.
  2. Wrestle only at the certified weight or any weight class above as specified by the rules.
  3. Have at least one-half of his weigh ins during the season at the minimum weight (class) he will wrestle during the OHSAA tournament series.
  4. Wrestle at least one time at scratch weight (no weight allowance).

(d)     After the seeding and drawing for a weight class is completed, a wrestler:

  1. Cannot be entered in another weight class;
  2. Cannot be substituted if he fails to make weight;
  3. May be substituted, prior to the conclusion of weigh-ins, in the event of injury or illness.

9.      SEEDING AND DRAWING

District
Seeding and drawing procedures will be established by the respective district boards.  Such procedures must be in accordance with Rule 10 of the National Federation Wrestling Rule Book.

State
The state draw will be conducted by the Commissioner prior to the district tournaments.

10.   SCHOOL REPRESENTATIVE

No team or individual shall be allowed to compete in the sectional, district, or state tournaments unless accompanied while participating by a coach or person authorized by the Board of Education.  Teams and individuals unaccompanied by such school representative or coach will be disqualified.  (Bylaw 3-2-1)

11.   VIDEOTAPING

(a)     Videotaping or filming by participating schools

Videotaping or filming of tournament contests by one or more schools participating in the contest is permitted provided prior arrangements are made with the tournament manager and it is done at the expense of the school involved.  A maximum of one individual per school is permitted.

(b)     Videotaping or filming by spectators

  1. Shall be for personal use.
  2. Shall not be used for the purpose of scouting or coaching.
  3. Shall not interfere with the view of the athletic contest by other spectators.
  4. The tournament site shall not permit the use of more than the seating space for which the spectator has paid when seating is needed for paid fans.
  5. The tournament site accepts no liability for damage or theft of spectator equipment or injury as a result of privately owned equipment.
  6. Equipment will not be permitted in any competition area – only in the spectator seating area.
  7. The tournament site will not provide sources of power for video equipment.
  8. Violation of this regulation may result in the removal of offender from the premises.

12.   PHYSICIAN PRESENT

A physician (M.D. or D.O.) must be present at all sectional, district, and state tournaments weigh-ins.  The tournament physicians’ decisions relative to the medical status of any wrestler are final.  If a physician is unavailable during competition, an appropriate number of certified athletic trainers must be present.

13.   AWARDS

District and State
Team trophies will be presented to the championship and runner-up teams in each tournament.   Medals will be awarded to the coach of each championship and runner-up team.  District medals will be awarded for the first six places in each weight class.  State medals will be awarded for the first six places in each weight class.

NOTE:   All district tournaments will qualify four competitors in each weight class to the state tournament.  District Athletic Boards will coordinate the assignment of four qualifiers from the sectional to the district tournaments.  See the OHSAA web page for complete qualifier information.

15.   STATE TOURNAMENT QUALIFIERS

(a)     Sixteen entries in each weight class qualify for the state tournaments.

(b)     Entries for the state tournaments from each district shall be forwarded to the OHSAA office on Sunday morning following the tournament as per instructions from the Commissioner.

(c)     If a qualifier is unable to wrestle in the next tournament, there will be a bye on that line.  Only qualifiers will advance to the next tournament    (Exception – see note below).

(d)     If a qualifying wrestler is unable to participate due to injury, illness, ineligibility, not appearing at weigh-in or unable to make weight (failure to verify entry) that 1st round match will be considered a bye.  (See note below).   Advancement because of such byes shall be scored according to National Federation Rule 9-2-2 (a & b).  Weighing in and passing medical checks is verifying entry; therefore, not appearing at match will result in a forfeit.

NOTE:   The use of an alternate from sectional to district or district to state is permissible when a qualifying wrestler cannot compete due to illness, injury, failure to make weight, flagrant misconduct or academic ineligibility.   The alternate may be placed on the bracket up until the time that weigh-ins end.  The alternate shall be the next highest finisher from the previous tournament.  The alternate shall be placed on the vacated line of the bracket.  No other wrestler will be moved on the bracket.  No expenses will be paid nor free admission passes granted to alternates.

16.   OFFICIALS

Officials for sectional and district wrestling tournaments are assigned as directed by the District Boards.  The officials for the state wrestling tournaments shall be assigned by the Commissioner according to the procedure adopted by the Board of Control in proportion to the number of class 1 registered officials in the district.

17.   RADIO, PRESS AND PHOTOGRAPHERS

All requests for space at sectional/district tournaments shall be directed to the site manager.  Proper credentials must be presented for admission at pass gate.

18.   ADMISSION PRICES

Admission prices will be Sec. - $5.00, Dist. - $6.00

SPECIAL NOTICE TO ALL MANAGERS AND SCHOOLS
Each person paying admission MUST be given a ticket.  All tickets must be torn in half when the purchaser is admitted.  If the sale and admittance are handled at the same location then the purchaser is entitled to and shall be given one-half of the ticket.  Such ticket stubs shall NOT be used as pass-out tickets.

19.   SIGNS AND BANNERS

Signs, school banners, pennants, shakers, mechanical noisemakers such as horns, bells, sirens, drums, etc. are NOT PERMITTED!

20.   REPORTS BY MANAGERS

A complete report listing the competing schools and number of competitors from each school that actually participate must be sent to the Commissioner by the tournament manager immediately following the tournament.

21.   SPONSORSHIP AND RIGHTS

The Ohio high School Athletic Association is the sponsoring organization for the wrestling tournaments.  The OHSAA reserves all rights in regard to the management of these tournaments and the sale of any items at the tournament sites or any audio-visual reproductions of the events.  Any sale of food, clothing, souvenirs or other items at the site is strictly prohibited without permission of the respective District Athletic Boards for the sectional or district tournaments and the OHSAA Commissioner for the state tournaments.  The videotaping of any or all portions of the tournament for resale purposes is prohibited without permission.

22.   PROHIBITED ADVERTISING

There shall be no advertising through printed media, billboards, radio or television that includes beer, wine, liquor, tobacco, political parties or candidates or any other advertising contrary to the philosophy of the high school athletic program.

23.   RAFFLES PROHIBITED

There shall be no raffles or any type of games of chance permitted at the site of wrestling tournament contests during the period beginning one hour prior to the tournaments and ending one hour after the tournaments have ended.

24.   PROHIBITED SALES

The sale of the distribution of, or the consumption of alcoholic beverages or illegal drugs is not permitted at the site of any contest involving OHSAA member schools.

25.   UNSPORTSMANLIKE CONDUCT PENALTY

Participation in athletic contests is a privilege.  Each individual is expected to conduct himself or herself in an exemplary manner while participating.

During participation in OHSAA tournaments any student or coach ejected for unsportsmanlike conduct or a flagrant foul shall be ineligible for the remainder of that day as well as for all contests in wrestling until two regular season/tournament contests are competed at the same levels the ejection.

Individuals ejected for unsportsmanlike conduct shall be reported to the OHSAA Commissioner by the tournament manager.  The Commissioner may investigate the situation and may impose additional penalties in accordance with Bylaw 12 if the situation warrants it.

26.   PROPERTY

There is no insurance covering property damage.  If property is damaged at a tournament site by competing school teams, student body or spectators the school from which the students and/or spectators come shall be liable and pay the cost of repair or replacement.  The tournament manager is authorized to deduct from the school’s share the cost of any damages caused by competing schools competitors, coaches or followers.  Other damages to facilities not attributed to a competing school could be a legitimate tournament expense and may be deducted from tournament receipts.  If damage is extensive the District Board or Board of Control will become involved.  Student crowd control at state sponsored tournaments is the responsibility of the principals of the competing schools.

 

2004 67th STATE WRESTLING TOURNAMENTS

DIVISION I, II and III – THE JEROME L. SCHOTTENSTEIN CENTER,

1.      REGULATIONS

The same regulations for sectional and district wrestling tournaments shall apply to the state tournaments in addition to those listed below.

2.      MANAGEMENT

The state wrestling tournaments are under the supervision and sponsorship of the Ohio High School Athletic Association and The Ohio State University.  The Tournament Manager is Dr. Bruce L. Maurer, The Ohio State University, 106 Larkins Hall, 337 W. 17th Ave., Columbus 43210.  W: 614-292-7671.   FAX:  614-292-4105.

3.       STATE WRESTLING TOURNAMENT PAIRINGS

Pairings will be available beginning at 4 p.m. on February 24 on the OHSAA web page.  The address is www.ohsaa.org and pairings will be listed in the wrestling category under the “Sports News” category.

4.       ADMISSION

Order forms for All-Session tickets were mailed to coaches, school administrators and others in November.  All-Session tickets ($40 each) for public seating are available from the Ohio State University Ticket Office starting January 6.  Call 614-292-2624 or 1-800-GO-BUCKS. 

A limited number of single-session general admission tickets will be available one hour prior to each session.

No pass-outs are allowed.  Cheerleaders and mat maids must purchase a ticket.  They will not be allowed on the floor or mat area.

5.       CONTESTANT AND COACHES TICKETS

Coaches will receive books of tickets according to the following schedule:  one contestant – one book; two to four contestants – two books; five or more contestants – three books.  Each contestant will receive a book of tickets.  Two additional books of tickets for coaching personnel may be purchased during the coaches packet pickup in the Practice Pavillion.

6.       PROGRAM

The price of the official OHSAA printed program for the state wrestling tournament shall be $4.00.  Completed brackets are available for $1.00 per division per session or $5.00 for all sessions after the completion of the tournament.

7.       PRINT MEDIA & TELEVISION NEWS

Reservations shall be submitted, in writing, to the OHSAA, 4080 Roselea Place, Columbus, Ohio 43214.  The fax number is (614) 267-1677.  All requests should be sent to the attention of Bob Goldring, Director of Information Services.  The deadline for submitting reservations is 4:00 P.M. on Tuesday, February 24.  Walk-up requests will not be accepted.  Proper media outlet credentials must be presented for admission at the pass gate

8.       RADIO BROADCAST AND TELECAST OR CABLECAST

Stations who wish to broadcast, telecast or cablecast tournament matches shall submit a letter of intention to the OHSAA, 4080 Roselea Place, Columbus, Ohio 43214.  The fax number is (614) 267-1677.  All requests should be sent to the attention of Bob Goldring, Director of Information Services.  The deadline for submitting reservations is 4:00 P.M. on Tuesday, February 24.

9.       WRESTLING PRACTICE SITES

There is no facility available at The Schottenstein Center to conduct practices or weigh-ins prior to Thursday, February 26.  It is the responsibility of the coach or administrator to make practice arrangements with local area high schools or some other group.

10.   PACKET PICKUP

State tournament packets, which contain tickets, parking passes and tournament information, may be picked up in the Practice Pavillion, located on the west side of The Schottenstein Center beginning at 10:00 A.M., Thursday, February 26.

During the packet pickup, a limited number of All-Session tickets will be available for purchase at $40.00 per set.

11.   PARKING

Instructions for complimentary coaches parking will be in the packet.  Public parking will be available on The Ohio State Campus for $5.00 per car, per day, with motor homes costing $10.00 per day.

12.   WEIGH-INS

Scales will not be available Wednesday, February 25.  Scales will open Thursday, February 26 at 10:00 A.M. in the Practice Pavallion.  The wrestler will be able to weigh-in unofficially from 10:00 A.M. to 11:05 A.M. on the same scale which he will weigh-in officially beginning at his appointed time.  Coaches are encouraged to utilize this unofficial weigh-in.  It is hoped that by making the same scales available for the unofficial weigh-ins that all wrestlers will make weight during the official weigh-in.  All wrestlers must weigh-in Thursday, February 26 from 11:15 A.M. to 12:15 P.M.

The Division I, II, and III Championship Semifinalists and Consolation Semifinalists may begin weighing-in Friday evening at 5:45 P.M.  All wrestlers who qualify for Saturday must report for weigh-ins during Session #3.  Weigh-ins will conclude 30 minutes after the last match is finished for Session #3.  If any wrestler does not make weight during the weigh-in period during Session #3, there will be a final weigh-in period Saturday morning (9:00 A.M. to 9:30 A.M.).  Wrestlers will not weigh-in Friday morning.

13.   COACHES MEETING

There will be a coaches informational meeting Thursday, February 26 at 11:00 A.M. in Section 106/107 of The Schottenstein Center.

14.   LOCKER ROOM FACILITIES

Lockers will not be available for contestants.  A limited number of showers will be available in rooms located behind press row.  A room located in the Practice Pavilion will be available to “check” medical kits, equipment bag, etc.  (similar to a coat check).

15.   AWARDS

Awards for the first six places will be presented Saturday evening during the FINAL session.  Wrestlers are required to appear in their high school warm-ups in order to receive their awards.  3rd, 4th, 5th and 6th place finishers should enter the floor through the bull pen immediately after the time their weight class is finished wrestling.

16.   ALLOWANCE FOR STATE TOURNAMENT PARTICIPATION

Expenses for participants and coaches in all state tournaments will be determined according to the county in which the school is located rather than on a mileage basis.  The travel allowance schedule per wrestler is as follows:

Zone 1

Franklin County - $27.00

 

 

Zone 2

Delaware, Fairfield, Licking, Madison, Pickaway and Union Counties - $27.00

 

 

Zone 3

Champaign, Clark, Coshocton, Fayette, Greene, Harding, Hocking, Knox, Logan, Marion, Morrow, Muskingum, Perry and Ross Counties - $39.50

 

 

  Zone 4

Montgomery, Morgan, Noble, Pike, Richland, Shelby, Tuscarawas, Vinton, Warren and Wyandot Counties - $54.50

 

 

Zone 5

Adams, Belmont, Brown, Butler, Carroll, Clermont, Darke, Gallia, Hamilton, Harrison, Huron, Lawrence, Lorain, Medina, Meigs, Mercer, Monroe, Preble, Putnam, Seneca, Scioto, Stark, Van Wert, Wayne, Washington, and Wood Counties - $77.00

The expenses of a coach will be paid on the same basis as a wrestler.  The number of coaches to be reimbursed is as follows:  one wrestler,  one coach; two to four wrestlers, two coaches; five or more wrestlers, three coaches.  There is no  expense allowance for managers, trainers, etc.
